Healthy Homes Tax Credit UPDATE

As the government continues to move Ontario forward, it will give priority to programs that both address the needs of Ontario families and strengthen the economy. One example is the proposed Healthy Homes Renovation Tax Credit, which, if passed, would support about $800 million in home renovation activity and 10,500 jobs throughout the Ontario economy annually.

This credit would help seniors stay in their homes longer and benefit taxpayers by relieving pressures on long-term care home costs. To continue to meet fiscal targets, the cost of this program would be offset by savings in other areas.

Effective October 1, 2011, senior homeowners and tenants, and people who share a home with a senior relative, would be allowed to claim a refundable tax credit of up to $1,500 for expenses related to permanent modifications to the home. Expenses would be eligible only to the extent that they improve accessibility or help a senior be more functional or mobile at home.

 Eligible Expenses

Examples of Eligible Expenses*

  • Certain renovations to permit first-floor occupancy or secondary suites ("granny flats" or "in-law suites")
  • Grab bars and related reinforcements around the toilet, bathtub and shower
  • Hand rails in corridors
  • Wheelchair ramps, stair/wheelchair lifts and elevators
  • Bath lifts, walk-in bathtubs and wheel-in showers
  • Widening passage doors
  • Lowering existing counters/cupboards or installing adjustable counters/cupboards
  • Light switches and electrical outlets placed in accessible locations
  • Door locks that are easy to operate
  • Lever handles on doors and taps instead of knobs
  • Pull-out shelves under counter to enable work from a seated position
  • Non-slip bathroom flooring
  • A hand-held shower on adjustable rod or high-low mounting brackets
  • Additional light fixtures throughout the home and exterior entrances
  • Swing-clear hinges on doors to widen doorways
  • Creation of knee space under the basin to enable use from a seated position (and insulation of any hot-water pipes)
  • Relocation of tap to front or side of a sink for easier access
  • Hands-free taps
  • Motion-activated lighting
  • Touch-and-release drawers and cupboards and drawers that pull out fully
  • Modular or removable versions of a permanent fixture, such as modular ramps and non-fixed bath lifts

* Rules for eligibility would be set out in legislation. This list is not complete.

Expenses would not be eligible if their primary purpose were to increase the value of a home (for example, repairs to a roof, redecorating, new windows, new flooring, landscaping, general plumbing or electrical repairs, heating/air conditioning systems or insulation). 
 
For the Healthy Homes Renovations Tax Credit to become law, the legislation still needs to go through three readings in the Ontario Legislature before Royal Ascent. We'll keep you posted on further updates.

Healthy Home Renovation Tax Credit Helps Seniors Remain Healthy, Independent
 
TORONTO, Sept. 4, 2011 /CNW/ - Ontario Liberals are creating a Healthy Home Renovation Tax Credit to help seniors make the renovations they need to meet their changing needs so they can remain at home as they age. "Our parents and grandparents built the province we enjoy today and if they want to remain at home or close to family, we need to do everything we can to make that possible," said Premier Dalton McGuinty. "Not only does this ensure seniors remain healthy and active, but it's a better way to deliver care and that means public health care works even better for those who need it." The credit — which is worth 15 per cent of up to $10,000 in renovations per year — can be claimed by seniors for their own home or by a family member who is providing a home for an elderly relative. The credit covers changes that allow seniors to continue living independently, such as a chair lift to upper floors or a walk-in shower to prevent falls. The PCs have no plan for improving home care, focusing instead on pushing more seniors into institutions. The $14 billion hole in their platform would also mean unspecified cuts to health care, transit and other services seniors rely on. The NDP have no practical plan to improve home care, pledging only to conduct a "comprehensive review" — not take action. Only Ontario Liberals have a plan for ensuring that today's seniors — and the coming generation of baby-boomer seniors — will be the healthiest and most-engaged seniors in Ontario's history. "People have been talking about Ontario's aging population for years, but we're the only party willing to face our demographic challenge," said McGuinty. "With the right supports, our parents and grandparents will continue to make a positive difference for our families, communities and our economy for a long time to come."

Sage Advice on Bathroom Modifications

Q. To make a bathroom more accessible, should you replace the bathtub with a barrier free shower?

 

Before removing the bathtub, be aware that you have the option of having the side of your bathtub “cut away” to improve walk-in access. It’s not something that we recommend as we feel that having the center section of the bathtub cut away positions the user further from the end walls and makes reaching a grab bar more difficult. You’ll also still be dealing with a slippery bathtub floor so we always encourage our client’s to instead remove the old tub and replace it with a barrier free shower.

 

The defining feature of a barrier free shower is the low threshold for easy walk in access and a flat, non-slip textured floor for safer footing. A barrier free shower can be made from ceramic tile or prefabricated and made out of acrylic or fiberglass.

 
Ceramic showers have an excellent flooring surface and can be custom made with a wide variety of tiles and accessories. The drawbacks may include added maintenance (all of those grout lines to keep clean) and a more substantial installation job.

 

Pre-fabricated showers are available in one piece or multi-piece designs. Multiple piece versions are ideal for renovations as each section of the shower can easily be carried through a home’s existing doorways and hallways. Multi-piece showers are available in a variety of sizes and will fit in most existing bathtub enclosures. Upon resale, pre-fabricated showers are generally easier to remove should the new homeowner wish to return the bathroom to its original configuration with a bathtub.

Home Modifications Certificate

Executive Certificate in Home Modification Program
 
This program is designed for professionals (e.g., remodelers/contractors, planners, personnel of organizations representing the elderly and people with disabilities, occupational and physical therapists, policymakers) who work directly or indirectly in the field of supportive home environments. Students can take one course or all five right from the comfort of their computer. By completing all five courses, students will obtain an Executive Certificate in Home Modification from the National Resource Center on Supportive Housing and Home Modification at USC.
 
The Executive Certificate in Home Modification Program consists of five courses, each course taking approximately 2-3 weeks to complete. After completing all five courses, students take a final exam. Registration fee for each course is $175. A discount of $75 is given if all courses are paid for at the beginning of the Series. CEUs are offered for various types of professionals. Each course includes two online lectures with email and Cyber Classroom exercises, graphics, resources, and technical assistance from the instructors. The lectures are made available to you on a specific start day. On that day, you will receive a user ID and password to access the course. Students spend approximately 4-6 hours each week completing the assignments. Each week's assignments must be completed within the week; however, they may be submitted at any time during that week. Students interact with each other via a Course List Serve and Cyber Classrooms. The courses connect professionals from around the country who learn from each other as well as experts in the field. Students will have access to the latest on home modification research, products, funding strategies, and community planning.
